The only way mod menus work on console is with the use of a custom firmware, while this exists for the PlayStation 4 it is currently not possible to utilize it effectively as you essentially force yourself to play offline as you can't go online on a PS4 cfw. Consoles use signatures to ensure content has remained unaltered, and if a change has been detected usually results in corrupt data forcing you to reinstall the whole game. It's not as simple as loading custom content on a HDD and booting it.
